The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston seeks encampment services for JROTC cadets and cadre supporting the Phoenix Union School District, with quotes due May 12, 2026 at 1:00 PM Eastern Time. Performance is May 24–28, 2026 within a 100-mile radius of Phoenix, Arizona. The contractor must provide climate-controlled, gender-separated lodging (8–10 cadets per bunkhouse, separate cadre areas) with electrical outlets, toilets, sinks, hot water showers, and privacy facilities for 104 cadets and 28 cadre, plus advance party support. Meal service covers 960 total meals: dinner May 24 for advance party (18 members), breakfast and dinner May 25–27 for all 132 participants, and breakfast May 28. All meals must be nutritious and hot, served during specified windows (breakfast 0600–0800, lunch 1200–1300, dinner 1630–1800). The contractor must provide a full-service dining facility with all serving equipment, food preparation areas, and government-approved menus.
Additional deliverables include an outdoor soccer field area, low ropes confidence-building venues with equipment, an archery range with minimum five lanes, a climate-controlled First Aid Center, operational hydration stations, and three electric golf carts with charging capability. Support hours are 0600–1800 Monday through Friday. The contractor must comply with Arizona food service and fire/safety codes and maintain a crime-free environment. Service Contract Labor Standards (prevailing wage per Wage Determination No. 2015-5469) apply. Award goes to the lowest priced, responsive, responsible offeror. MICC - Fort Knox is soliciting Encampment Services for JROTC Cadets and Cadre supporting Phoenix Union School District 24-28 May 2026. Services are to be provided in accordance with the solicitation documents attached to this notice.
All responsible sources may submit a quote which will be considered. The solicitation (SF 1449) is posted to this notice on the SAM.gov website. Paper copies of the solicitation (SF 1449) will not be available. The solicitation must be downloaded from this website. Amendments, if any, will be posted to https://sam.gov. It is the offeror’s responsibility to check for and acknowledge all amendments.
All quotes shall be submitted no later than the date and time specified for receipt in Block 8 of the SF 1449 or the latest issued amendment. Quotes submitted via e-mail or fax will not be accepted.
Award will be to the lowest priced, responsive quote recieved from a responsible offeror.
