The event will take place from March 7-9, 2025, and requires support for 144 cadets and 24 cadre/chaperones, with specific needs including gender-specific lodging, meal services, and various training activities such as rappelling, rock climbing, zip-lining, and leadership development exercises. This is currently a Sources Sought Notice, with interested small businesses required to submit capabilities and response information by February 11, 2025, at 11:00 AM ET to the Contract Specialist, Larry R. Franklin. The government will evaluate responses based on the firm's small business status, previous experience, pricing information, and ability to facilitate competition among small businesses. Responses must include detailed information about the company, including DUNS number, CAGE code, business certifications, and previous contract experience.
The procurement is currently structured as a potential small business set-aside under NAICS code 721214 (Recreational and Vacation Camps), with a size standard of $9 million. The set-aside designation is contingent upon receiving at least two qualified small business responses that demonstrate sufficient capabilities. The government encourages participation from all small business categories, including 8(a) Business Development Program, Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. While no specific award value is mentioned, the contract will cover three days of comprehensive services including six meals, training equipment and facilities, and support for leadership development activities. Contractors must provide all necessary personnel, equipment, supplies, and materials to execute the JCLC program. The government emphasizes that this notice is for information and planning purposes only and does not constitute a formal solicitation or guarantee of contract award.

Limitations on subcontracting and nonmanufacturer rule do not apply to small business set-asides for contracts at or below the Simplified Acquisition Threshold (SAT). It does apply to 8(a), HUBZone, SDVOSB, EDWOSB, and WOSB set-asides regardless of the dollar value of the award.
Small business contractors awarded contracts above the SAT are required to comply with Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting when utilizing subcontractors. The penalty for non-compliance is the greater of (A) $500K or (B) the dollar amount expended, in excess of permitted levels.
See FAR 52.219-14 - Limitations on Subcontracting for Small Business.
All WOSB firms need to take action in beta.certify.sba.gov in order to compete for WOSB Federal Contracting Program set-aside contracts.
