MICC Fort Sam Houston is soliciting STEM training services for 350 JROTC cadets with quotes due June 1, 2026 at 1:00 PM Eastern Time. This is an economically disadvantaged women-owned small business (EDWOSB) set-aside using Simplified Acquisition Procedures; the solicitation has been amended as of May 28, 2026 to include a revised Performance Work Statement in response to vendor questions.
Place of performance is Bowie State University, Bowie, Maryland, on June 15–16, 2026. The contractor must deliver eight curriculum hours across four modules—Drones in Action, CAD/3D Printing, Robotics, and Coding—with required equipment including 12 CoDrone EDU units, Bambu Lab P15 3D printers, competition-grade robotics platforms for four 10-foot by 10-foot mission fields, and AI-powered robots with Raspberry Pi 5 capabilities. Contractor staffing must include at least 10 certified STEM teachers and 20 upper-level college students to mentor groups of 30 cadets each. All instructors must hold current STEM teaching certifications. The contractor provides all personnel, equipment, supplies, materials, and supervision except physical classroom space and utilities, which the government furnishes through Bowie State. Operating hours are 0730–1730 on both days, with contractor access to training areas on Sunday, June 14 for setup and testing. Equipment listed in the PWS represents preferred brands; equivalent models meeting or exceeding instructional capability are acceptable. This is a firm fixed-price contract under NAICS 611310 (Educational Services) and PSC U004. Award will be made to the lowest-priced, responsive quote from a responsible offeror without negotiations. Service Contract Act wage determinations apply, with rates of $32.56–40 percent for general employees and $26.28–40 percent for tutors and technical instructors. A HUBZone evaluation preference of 10 percent applies unless waived. Questions were due May 27, 2026 at 9:00 AM ET. All responsible sources may submit a quote which will be considered. The solicitation (SF 1449) is posted to this notice on the SAM.gov website.
