About this file

This is a Questions and Answers document from industry addressing clarifications on a Performance Work Statement (PWS) for a STEM training camp contract at Bowie State University involving 4th Brigade Army JROTC.

The document clarifies five key areas: (1) Schedule flexibility is not permitted—contractors must follow the exact Monday/Tuesday rotation schedule specified in PWS 5.2 due to compressed timelines caused by weather-extended school years in Maryland and Delaware, with field training on Sunday and graduation Wednesday; (2) Government provides physical classrooms, tables, chairs, Wi-Fi, and electricity through Bowie State, while contractors must supply all necessary equipment, power cables, audio-visual equipment, and sound systems to make classes functional; (3) Bowie State provides only Wi-Fi access, with contractors responsible for providing all computing devices, monitors, keyboards, mice, and other equipment necessary for CAD/3D printing and coding/AI training modules; (4) Equipment listed in PWS 4.2 (12 CoDrone EDU JROTC units, 60 rechargeable batteries, 24 chargers, robotics arena kits, competition-grade robot bundles, AI-powered robot with Raspberry Pi 5, and Bambu Lab P15 combo printer) represents preferred brands, but equivalent models meeting or exceeding instructional capability are acceptable to maintain learning continuity with equipment students will encounter in their home programs; and (5) Contractors may access all training areas on Sunday, June 14, for setup, testing, and preparation, with classroom and gym clearance permitted Tuesday afternoon/evening or by noon Wednesday, June 16, pending contractor coordination with the Contracting Officer's Representative regarding setup and recovery plans.

Questions and Answers from Industry

1. Flexibility to propose an alternate schedule

PWS 5.2 provides a specific Monday/Tuesday schedule for A, B, and C Companies.

May offerors propose an alternate rotation schedule that still meets all required learning objectives, staffing, safety, and eight-hour curriculum requirements, or must the contractor follow the schedule exactly as shown in the PWS? It appears the schedule, as published, may be incomplete.

Unfortunately, no the schedule cannot be changed. Due to the snowstorms in January and February, the school year for MD and DE was extended. This has caused the available time for camp to shorten. The Cadets arrive on Saturday, we conduct our field training on Sunday, and graduation is Wednesday. Additionally, we cannot move the field training to later in the cycle because the training areas are being used starting on Monday for the two-week OCS Phase 1 training. I have attached a copy of the training schedule. I would recommend looking at the "TNG Short Version" for a one-over-the-world view of the training plan.

2. Facilities vs. contractor-furnished classroom spaces

PWS 3.2 states that 4th Brigade Army JROTC will coordinate facilities adequate to support the requested training at Bowie State University, but PWS 5.1 states the contractor shall provide all classroom-style training spaces and audiovisual equipment except for Government-furnished items. Please clarify which facilities, classrooms, labs, outdoor/indoor training areas, tables, chairs, power, Wi-Fi, and AV equipment will be Government-furnished and which must be provided by the contractor.

The physical classrooms are being provided by the government through the proposed contract with Bowie State, including the tables, chairs, wi-fi, and electricity. The vendor is required to provide all necessary equipment to make their classes functional - any necessary equipment, power cables, audio-visual, sound, etc. While there may be audio-visual equipment in the classroom that belongs to Bowie, there is no guarantee that it will be in all of the rooms.

3. Computer labs, Wi-Fi, and student devices

For the CAD/3D printing and coding/AI modules, will Bowie State University or the Government provide computer labs, internet/Wi-Fi access, student devices, monitors, keyboards/mice, and software access, or should the contractor price and provide all required computing devices and connectivity?

Bowie will provide only the wi-fi access. The vendor needs to provide all necessary equipment/devices/monitors/keyboards/etc. for the 3D printing training.

4. Equipment model and approved equivalents

PWS 4.2 identifies specific equipment, including 12 CoDrone EDU JROTC edition units, 60 rechargeable batteries, 24 chargers, robotics arena kits, competition-grade robot bundles, an AI-powered robot utilizing Raspberry Pi 5, and a Bambu Lab P15 combo and print lab education bundle . Please confirm whether brand/model equivalents are acceptable if they meet or exceed the stated instructional capability, and whether the reference to “Bambu Lab P15 combo” is the intended model designation.

The equipment listed in the PWS is the preferred brand, but there is no issue if the vendor substitutes with appropriate equivalent models. The goal is to immerse the students in the learning environment, so they gain knowledge, understanding, and enjoyment of the STEM topics. If possible, maintaining the similarity with the equipment they will most likely see back in their programs so the learning can continue with a familiar system.

5. On-site access and setup

The PWS requires the contractor to maintain adequate workforce coverage and support hours, and the COR is responsible for coordinating availability of Government-furnished property and site entry. Please confirm when contractor personnel may access Bowie State University for setup, equipment staging, room testing, and safety checks before the June 15 start of training.

The contractor can have access to all training areas (classrooms and gym) at any time on Sunday, 14 June, for set up, testing, rehearsals, and preparation for the training scheduled on Monday, 15 June, and Tuesday, 16 June. The vendor can clear the classrooms and gym on Tuesday afternoon/evening following the completion of the training or can clear by noon on Wednesday, 16 June. The vendor needs to contact me before the camp to confirm both setup and recovery plans (dates and times).
