About this opportunity
The Department of the Air Force Air Education and Training Command seeks to procure National Board Inspection Code (NBIC) Type VE inspections on 38 unfired pressure vessels at Joint Base San Antonio, with quotations due September 25 at 12:00 P.M. CDT. This is a small business set-aside RFQ under FAR Part 12 for commercial services, with a mandatory site visit on September 21 at 9:00 A.M. CDT.
Place of performance spans three JBSA locations: Lackland AFB (20 vessels), Fort Sam Houston (10 vessels), and Randolph AFB (8 vessels). The period of performance runs September 30 through November 29, 2026 (60 calendar days). The procurement requires contractor personnel to hold active National Board Inservice Inspector (IS) Commission certifications; API 510 certification is not acceptable. Each inspection must include external examination and ultrasonic thickness testing of pressure shells and heads; internal visual inspection is waived for vessels without accessible entry points per NBIC Part 2. All work must comply with AFI 32-1068 and ASME Boiler and Pressure Vessel Code requirements. The contractor bears full responsibility for surface preparation, removal and replacement of insulation or coatings, and provision of access equipment such as ladders, lifts, and scaffolding. Inspections must be documented on AF Form 1222 within 10 working days of completion. Work is performed Monday through Friday, 0730 to 1615 hours, excluding seven specified federal holidays. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC J041.
Award will be made to the lowest-priced, technically acceptable quoter based on key personnel certifications and technical approach including quality control measures. All quoters must register in SAM.gov and possess WAWF electronic invoicing capability. Quotes must be FOB Destination firm fixed price effective for 60 days. Three amendments have been issued, including Amendment 0003 (September 23), which clarified pricing impacts in the Q&A. Service Contract Act wage determinations apply for HVAC and WG 10 personnel in Bexar County and surrounding Texas counties.
