About this opportunity
The Department of the Air Force Air Education and Training Command, 502d Air Base Wing at Joint Base San Antonio, is seeking qualified contractors to perform Land Mobile Radio (LMR) Coverage Analysis services at JBSA Lackland AFB in Texas. This Sources Sought Notice is being issued for acquisition planning purposes in accordance with Federal Acquisition Regulation (FAR) Part 10 and invites interested offerors to submit voluntary responses by March 13, 2026 at 10:00 AM CST. The primary objective is to conduct a comprehensive radio frequency coverage data study that will identify service gaps and optimize the existing LMR communication infrastructure to support mission safety and operational effectiveness. Respondents must submit capability statements limited to three pages and complete a detailed questionnaire addressing their small business status, socio-economic qualifications, GSA Schedule availability, NAICS codes, production lead times, quote validity periods, manufacturing capabilities, and Motorola reseller authorization status. No evaluation results will be provided to participants, as this survey is designed solely for market research and acquisition strategy determination rather than to make a contract award.
This procurement carries no small business set-aside designation and will be awarded as a Firm Fixed Price (FFP) contract under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a business size standard of $34.0 Million. The technical scope requires surveying 4,400 grid squares of 0.5 by 0.5 mile coverage areas throughout the San Antonio region and five-mile military influence zones, testing both inbound and outbound transmission range and reliability of six existing UHF R1 ASTRO Site Repeaters currently located on base. The government has determined it lacks the internal capability and resources to conduct this critical coverage analysis independently and anticipates the study will provide real-time, granular visibility into communication coverage to support data-driven infrastructure planning and expansion decisions. Interested contractors should direct all inquiries and responses to the Contracting Officer, Nichole Ray, and the Contracting Administrative Specialist, Thomas Farrell, at the provided email addresses.
