About this opportunity

The US Army Corps of Engineers (USACE) Engineering District Seattle is seeking a construction contractor to convert two existing barrack buildings (3223-3224) at Joint Base Lewis McChord into operational facilities for a Multi Domain Task Force command. The project involves comprehensive renovation work, including hazardous material abatement, approximately 75% demolition of exterior and interior building elements, 90% removal of mechanical and electrical systems, and complete replacement of building systems. Contractors must submit a 3-4 page capabilities package demonstrating their qualifications by February 19, 2025, at 1:00 PM Pacific Time. Key requirements include 100% payment and performance bonds, active SAM registration, and a commitment that the prime contractor will complete at least 15% of work in-house. The evaluation will focus on small business capabilities, including 8(a), Women-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and HUBZone certification.

The contract is not set aside for any specific business classification, though small businesses are strongly encouraged to apply. The estimated construction budget ranges between $25-100 million, with the project utilizing NAICS code 236220 (Commercial and Institutional Building Construction) and a small business size standard of $45 million. Specific renovation work includes preserving existing structural elements like columns, beams, floors, and roof framing while completely transforming the building's exterior envelope, mechanical and electrical systems, and roofing. The project involves two "Hammer Head" buildings with three floors, a crawl space, and a partial basement, requiring extensive renovation to create operational command facilities. Contractors should be prepared for complex site work coordination, including new utility connections and potential interfaces with adjacent ongoing and future construction projects.

Notice text

General work will convert two (2) existing barrack buildings into operational facilities for 3 tier levels of command. These buildings in general are referred as “the Hammer Heads”.  The Hammer Handles have three (3) floors with a crawl space at grade elevation. The Hammer Heads are single floor. The Basement area with a main utility mechanical & electrical room extends partially under both the Hammer Head and the Hammer Handle.

Project work will preserve existing columns, beams, floors, and roof structural framing.

The definitive removal / demolition work items for each building will require:

a)         Hazardous material / debris abatement and removal mostly within the crawl space

b)         Partial at ~ 75% removal / demolition of exterior building envelope, interior walls, etc,

c)         Removal at ~ 90% removal of building mechanical – electrical systems

d)         Removal of the existing roof EPDM system

(but not the roof framing structure)

The definitive repair / new work items for each building will require:

e)         New exterior envelope

f)          New building mechanical – electrical systems

g)         New roof TPO system

Other considerations for site work coordination

a)         New utility connections (mostly by other entities)

b) Shared construction boundaries with adjacent current and future projects
