About this opportunity
The Defense Logistics Agency Energy is conducting market research for rail transportation services in Japan, specifically seeking contractors to transport Turbine Fuel, Aviation (JP-8) using leased 45-ton Railway Tank Cars between Defense Fuel Supply Point Tsurumi and Yokota Air Force Base. The requirement encompasses both transportation services under NAICS code 482111 and switching/shunting services under NAICS code 488210, with contractors expected to provide comprehensive linehaul, switching, and shunting capabilities. This pre-solicitation notice serves solely as a market research tool and does not constitute a formal request for proposals, though a combined synopsis/solicitation may follow in accordance with FAR 12.603 if deemed appropriate. All responsible sources are encouraged to respond by the July 8, 2025 deadline, and while failure to respond does not preclude participation in any subsequent solicitation, lack of interest may prevent the requirement from moving forward competitively. Additional details are available in the attached Sources Sought Notice document posted on June 30, 2025.
This opportunity does not utilize any set-aside designations and is open to all qualified contractors. The government estimates approximately 10 shipments will be delivered on a monthly basis, indicating a steady, recurring transportation requirement. No incumbent contractors or current service providers are identified in the notice, nor are any specific award values or budget ranges disclosed at this preliminary market research stage. The timeline focuses on the immediate response deadline of July 8, 2025, with the duration and value of any potential future contract award remaining unspecified. The requirement involves specialized rail transportation equipment in the form of 45-ton Railway Tank Cars, suggesting this is a niche capability requiring contractors with specific expertise in both fuel transportation and Japanese rail operations.
