About this opportunity

The Department of State is soliciting quotations for janitorial services at the U.S. Embassy in Ljubljana, Slovenia. The solicitation employs a lowest-price evaluation methodology and will award a contract to the responsible company submitting an acceptable offer at the lowest price, potentially without discussions unless companies fall within the competitive range. Key requirements include providing comprehensive daily, periodic, monthly, and annual cleaning services across five embassy buildings; supplying all necessary personnel, equipment, and supplies; maintaining strict personnel conduct and security standards; and complying with federal regulations including NDAA telecommunications equipment prohibitions. Prospective quoters were encouraged to attend a mandatory site visit on January 22, 2026, with registration required by January 20, 2026, and all quotations must be submitted electronically in English to LjubljanaQuotes@state.gov by 10:00 AM local time on February 2, 2026, in specified file formats not exceeding 30MB. Required submittals include the SF-1449 form, detailed pricing, representations and certifications, and NDAA contractor certification documentation.

This solicitation carries no set-aside designation and will cover janitorial services for an estimated 1,802 square meters across the Chancery, GSO Annex, Marine House, CMR, and Warehouse facilities. The contract period runs from April 1, 2026, through March 31, 2029, consisting of a base year from April 1, 2026, to March 31, 2027, with two optional one-year renewal periods. Three personnel are required for the contract—one primary cleaner and two security-cleared backup staff members—with additional temporary make-ready cleaning staff available as needed without security clearance requirements. Services will be performed during standard Embassy working hours, Monday through Friday, with morning cleaning at the Chancery from 07:00 to 12:00 and afternoon cleaning at other facilities from 12:00 to 15:00, with the Chancery requiring full-day presence on certain weekdays. The government files do not disclose specific budget ranges or incumbent contractor information.
