About this opportunity

The U.S. Army Corps of Engineers, Jacksonville District is issuing a Justification and Approval to increase capacity on an existing Design IDIQ MATOC by $73 million, raising the shared ceiling from $130 million to $203 million, with a posting date of June 4, 2026 and approval effective through May 3, 2027. The modification covers seven architectural-engineering firms: four large unrestricted awardees (CDM Federal Program Corp, Kimley-Hanson-Bergmann JV, AECOM-Black & Veatch JV, and Stanley Consultants-Stantec JV) and three small business awardees (Integrated Logistical Support Inc./Arcadis JV, Singhoffen & Wantman Group JV, and Genterra-Freese and Nichols JV). The MATOC supports civil works engineering and design services for the Jacksonville District Area of Responsibility, including Puerto Rico and the U.S. Virgin Islands. Since award in 2022, task orders have consumed more than $129 million of the original $130 million capacity, leaving insufficient funds to support ongoing requirements. The modification is justified under 10 USC 3204(a)(1) and RFO 6.103-1(c)(2) based on specialized service requirements, follow-on work continuity, cost duplication avoidance, and prevention of unacceptable delays. Bipartisan Budget Act of 2018 projects in Puerto Rico require accelerated completion, and the establishment of the Caribbean District in June 2024 created unprecedented acquisition demands. Market research conducted between July and October 2025 confirmed that insufficient contract ceiling, not lack of qualified firms, is the barrier to competition. A Notice of Intent to Sole Source was posted on SAM.gov January 29, 2026.
