About this file

This is a Justification and Approval (J&A) document for a contract modification to increase capacity on an existing Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). The U.S. Army Corps of Engineers, Jacksonville District (SAJ), is requesting approval to increase the shared contract capacity of the 2022 AE Services MATOC by $73,000,000, bringing total capacity from $130 million to $203 million. The modification covers engineering and design services for civil works projects within the Jacksonville District Area of Responsibility, including Puerto Rico and the U.S. Virgin Islands. The MATOC was originally awarded in 2022 to seven Architectural-Engineering firms: four large unrestricted awardees (CDM Federal Program Corp, Kimley Hanson Bergmann JV, AECOM-Black & Veatch JV, and Stanley Consultants-Stantec JV) and three small business awardees (Integrated Logistical Support Inc./Arcadis JV, Singhoffen & Wantman Group JV, and Genterra-Freese and Nichols JV). Over the first four years of performance, more than $129 million in task orders were awarded, leaving less than $1 million remaining capacity.

The requiring activity is the U.S. Army Corps of Engineers, Caribbean District, and the contracting activity is the Jacksonville District. The modification is justified under 10 USC 3204(a)(1) and RFO 6.103-1(c)(2) based on highly specialized services requirements, follow-on work by original sources, avoidance of cost duplication, and prevention of unacceptable delays. The Bipartisan Budget Act of 2018 projects in Puerto Rico require accelerated completion, and the establishment of the new Caribbean District (SAA) in June 2024 created unprecedented acquisition demands without its own contracting vehicles. Market research conducted between July and October 2025 confirmed that the barrier to competition is insufficient contract ceiling rather than lack of qualified firms. A Notice of Intent to Sole Source was issued on SAM.gov on January 29, 2026, with responses due February 13, 2026. The approval is subject to availability of funds and is effective through May 3, 2027, with one remaining option year.

The SAJ Design MATOC was awarded in 2022 with a shared capacity of $130 million for both the Unrestricted pool and the Small Business pool for engineering and design services for civil works projects, which may include support for other agencies located within the Jacksonville District AOR boundaries to include Puerto Rico, the U.S. Virgin Islands, and other locations as assigned.

During the first four years of performance, more than $129M in task orders were awarded to provide AE work needed to support projects

. The remaining capacity of the MATOC is approximately less than $1M, which must be held in reserve for the exercise of options or the modification of present task orders.

available course of action is to increase the capacity of the existing SAJ MATOC. This allows SAA to bridge the acquisition gap and leverage an established pool of qualified contractors, some of whom are the designers of record, ensuring mission continuity until the district’s own MATOC is in place.

9. Market Research: Market research was conducted between July and October 2025 to determine the most appropriate strategy for executing the critical design tasks listed in .

The research consisted of two primary components:

a. Analysis of the Existing SAJ Design MATOC Pool: The capabilities of the firms within the existing FY22 SAJ Design MATOC pool were reviewed. This analysis confirmed that multiple awardees possess the requisite technical expertise, specialized experience in coastal flood risk management, and regional knowledge necessary to execute the projects. However, the analysis also confirmed that the remaining shared capacity of the MATOC is insufficient to cover the scope of these accelerated BBA-funded projects. Therefore, the market research revealed that the barrier to competition is not a lack of qualified firms within the existing pool, but a lack of available contract ceiling.

b. Research for the New Caribbean District (SAA) AE MATOC: Market research for the forthcoming SAA AE MATOC, planned for award in , has also been conducted. This research included a review of the contractor base in the region, and an analysis of the time required to solicit, evaluate, and award a new MATOC of this size and complexity. This research validates the new MATOC and, in doing so, supports the assertion that an interim solution is necessary. It confirms that relying on this future vehicle for the current, time-sensitive requirements is not a viable option. The research for the new MATOC is being used to develop a robust acquisition strategy that will maximize competition for future district requirements.

c. A Notice of Intent to Sole Source was issued on SAM.gov on 29 January 2026.

Responses were due on 13 February 2026.
