About this opportunity
This Special Notice is a Justification and Approval (J&A) published by the Department of the Navy Naval Facilities Engineering Command (NAVFAC) to increase the contract capacity of an existing Indefinite Delivery Indefinite Quantity (IDIQ) contract for Multi-Media Environmental Compliance Services. The IDIQ contract was originally awarded to Association of Consultants and Engineers on February 12, 2021 with a $30 Million Not-To-Exceed (NTE) capacity.
The purpose of this J&A is to increase the contract capacity by $10 Million to a new NTE of $40 Million. This increase is justified under the authority of 10 U.S.C. 2304(c)(2) - Unusual and Compelling Urgency, as the Navy risks violations and fines if the critical, mission-essential environmental compliance work in the NAVFAC Washington, DC Area of Responsibility and U.S. Territories is not completed rapidly, including projects related to the ban on Aqueous Film-Forming Foam (AFFF). The Contracting Officer has determined the anticipated cost to be fair and reasonable. There are no set-aside requirements, and the NAICS code is 541620 - Environmental Consulting Services. The due date for this Special Notice is October 30, 2024.
