About this opportunity
The Department of the Air Force Air Mobility Command has published a Limited/Sole Source Justification Notice to increase the ceiling value of the McConnell Air Force Base Multiple Award Construction Contract (MACC) Indefinite Delivery Indefinite Quantity (IDIQ) from $75 million to $98 million, representing a $23 million increase. This construction contract, originally awarded in March 2022 as a 100% small business set-aside, provides commercial and institutional building construction services and office building maintenance at McConnell Air Force Base through February 2026. The sole source justification is based on the authority that only the existing contractors can satisfy the agency's requirements without significant delays, citing factors including the loss of a SABER contract vehicle, support needed for the Kansas Air National Guard, and inclusion of additional Corps of Engineers projects. Three contractors - OK2 Construction, Snodgrass & Son's Construction, and SES Construction and Fuel Services - will have their individual contract ceilings modified under this ceiling increase. The contract maintains an average annual obligation of approximately $14.5 million, and the Air Force plans to competitively award a follow-on MACC contract in November 2026 with performance beginning in January 2027.
