About this opportunity

The Department of Veterans Affairs Veterans Health Administration (Veterans Integrated Service Network 8) has published a Special Notice announcing its intent to sole-source a contract for maintenance and repair services of a ScrubEx cleaning system at the James A. Haley VA Medical Center in Tampa, Florida. The intended awardee is L1 Enterprises, a Service-Disabled Veteran-Owned Small Business (SDVOSB) located in Frederick, Maryland. This sole-source procurement is justified under Federal Acquisition Regulation 6.302-1, which permits non-competitive awards when only one responsible source can satisfy agency requirements. The procurement falls under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a $12.5 million size standard and PSC code J072 (Maintenance/Repair/Rebuild of Equipment). The solicitation number is 36C24826Q0518, and the contracting officer is Katrina Tavares.

The objective of this notice is to inform interested parties of the VA's intention to award L1 Enterprises an exclusive contract for preventive maintenance and repair services of the ScrubEx cleaning system while providing an opportunity for alternative vendors to submit capability statements demonstrating comparable qualifications. L1 Enterprises is the sole Original Equipment Manufacturer-authorized provider with factory-trained and certified technicians capable of maintaining system integrity, certification status, and warranty compliance—factors critical to the facility's operational and regulatory requirements. Interested contractors must submit capability statements no later than 3:00 PM EST on April 6th, 2026, via email to the contracting officer at katrina.tavares@va.gov. This notice explicitly clarifies that it is not a request for quotations and that submissions entail no cost or obligation to the Government. To be considered, contractors must demonstrate they possess the qualifications, authorization, and expertise necessary to perform factory-certified repairs while maintaining compliance with federal healthcare facility requirements. The VA reserves the right to proceed with sole-source negotiations with L1 Enterprises if no acceptable alternative responses are received.

Notice text

In accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the James A. Haley VA Medical Center intends to negotiate a sole-source award with **L1 Enterprises**, located at 618 W Patrick St., Frederick, MD 21701.

L1 Enterprises is the sole SDVOSB provider authorized by the Original Equipment Manufacturer to supply and support the maintenance and firmware software updates of the ScrubEx cleaning system currently utilized at the facility. Due to the nature of this system, no other vendor is qualified to provide or install compatible replacement components or perform associated repairs without compromising the integrity, certification, and warranty of the system.

L1 Enterprises technicians are factory-trained and certified to carry out repairs and ensure compliance with all federal healthcare facility requirements. Their unique expertise and authorization are necessary to maintain the system's operational reliability, code compliance, and warranty status. Therefore, L1 Enterprises is recommended as the sole source provider for the replacement and repair of the ScrubEx cleaning system and associated system components, ensuring continuity of service, adherence to code, and protection of the system s certification status.

No formal solicitation will be issued. Interested parties must submit their information by email to Katrina Tavares, Contracting Officer, at **katrina.tavares@va.gov**.
