About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration Veterans Integrated Service Network 1 has issued a Special Notice for a sole source procurement targeting a specific replacement part and service for laboratory equipment. The notice specifically pertains to acquiring a TubeEyeX replacement part with installation and integration services for a Tecan Freedom EVO 200 instrument located at the VA Boston Healthcare System's Jamaica Plain Campus. The procurement will be conducted directly with TECAN U.S., INC., located in Morrisville, NC, without a competitive solicitation process. The VA has determined that this vendor is the only responsible source capable of meeting their agency requirements, invoking FAR 6.302.1-1 as the legal justification for the sole source approach. The procurement falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34 million.

The primary objective of this Special Notice is to procure a specialized TubeEyeX imaging system for automated blood fractionation, including comprehensive installation, integration, and applications support for existing laboratory equipment. Interested parties have until March 25, 2025, at 13:00 EST to respond, with the determination of potential competitive procurement remaining solely at the discretion of the Contracting Officer. Contractors seeking more information are directed to contact Contract Specialist Shannon Haberern via email at shannon.haberern@va.gov. The procurement will utilize Product Service Code J066, which covers maintenance, repair, and rebuilding of instruments and laboratory equipment. While this is a sole source notice, the VA has left open the possibility of reconsidering the procurement method based on potential responses, providing a small window for alternative vendors to demonstrate their capabilities. The unique nature of this procurement suggests a highly specialized equipment replacement requirement with stringent technical specifications that currently can only be met by TECAN U.S., INC.
