About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 has published a Special Notice of Intent for maintenance and support services on Nucleic Acid Processor and Analyzer equipment at the Iowa City VA Healthcare System. This notice, solicitation number 36C26326Q0527, announces the government's intent to award a sole source firm fixed price contract to Qiagen, LLC under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1. The procurement is justified based on market research demonstrating that only Qiagen possesses the capability to maintain and support the specified Qiagen instrumentation. The contracting office is located in Saint Cloud, Minnesota, and the notice was posted on April 3, 2026.
This Special Notice seeks to procure comprehensive maintenance services for three specific instruments: two Qiagen EZ1 Advanced XL Nucleic Acid Processor units and one QIAcube Connect MDx analyzer unit at the Iowa City facility. The vendor must provide all parts, labor, annual preventative maintenance, repairs, and on-site technical support with a 48-hour response requirement for service calls. Although this is a sole source procurement not open to competitive bidding, the government has established an April 13, 2026 deadline for interested vendors to submit capability statements demonstrating alternative authorization from Qiagen to perform these services; such submissions will be reviewed solely at the government's discretion to determine whether to convert the procurement to competitive selection. Eligible contractors must comply with all VA policies, maintain appropriate safeguards for sensitive information, and provide Field Service Reports within fifteen working days of completed work. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) and the PSC is J066 (Maintenance, Repair, and Rebuilding of Equipment).
