About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 6 (Hampton, VA) has published a Special Notice of Intent to Award a sole-source Firm-Fixed Price contract for maintenance and repair services of surgical instruments and sterile containers. The contract is intended for TrillaMed, LLC, located in Southfield, Michigan, and will be effective March 28, 2026. This notice is issued under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, which permits procurement through only one responsible source without full and open competition. The procurement covers repair and maintenance services for Aesculap surgical instruments and sterile containers across four VA facilities in North Carolina: Fayetteville Coastal VA Health Care System, Fayetteville Health Care Center, Wilmington Health Care Center, and Kiecker Clinic. This is not a competitive solicitation, and the government has determined that no other vendor meets the required capabilities.

The primary objective of this sole-source award is to maintain product warranties and ensure surgical instruments are repaired to original equipment manufacturer specifications while maintaining regulatory compliance with ANSI AAMI ST79:2010, ISO 9001, and Aesculap's Instructions for Use. TrillaMed is the only identified authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) distributor for Aesculap with the combined technical capability, manufacturer partnership, onsite repair capacity, and compliance standards necessary to meet agency requirements. The deadline for interested firms to submit evidence of capability is March 23, 2026 at 9:00 AM EST, with submissions directed to Contracting Officer Chellry Whittier (chellry.whittier@va.gov) or Alternate POC Cherisse Hall (cherisse.hall@va.gov). Contractors must provide evidence of their business size and ownership status as part of their submission. While this is a sole-source procurement not open to competitive bidding, interested contractors who may have relevant capabilities are encouraged to provide evidence of their qualifications within the specified timeframe.
