About this file

This is a Special Notice of Intent to Award a sole-source contract for maintenance and repair services of surgical instruments and sterile containers. The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 6 (Hampton, VA 23667) intends to award a Firm-Fixed Price contract to TrillaMed, LLC (Southfield, MI; SAM UEI: GW9FLBWB5625) effective March 28, 2026. The contract covers repair and maintenance services for Aesculap surgical instruments and sterile containers at four facilities: Fayetteville Coastal VA Health Care System (Fayetteville, NC), Fayetteville Health Care Center (Fayetteville, NC), Wilmington Health Care Center (Wilmington, NC), and Kiecker Clinic (Seymour Johnson AFB, NC). Required services include monthly inspection, repair, sharpening, refurbishment, and maintenance to ensure operational readiness of surgical instruments and sterile processing equipment while maintaining regulatory compliance and patient safety standards.

The sole-source justification is based on TrillaMed being the only authorized SDVOSB (Service-Disabled Veteran-Owned Small Business) distributor for Aesculap, the original equipment manufacturer for a significant portion of the facility's surgical instruments and sterile container systems. OEM authorization is necessary to maintain product warranties and ensure repairs meet manufacturer specifications and compliance with ANSI AAMI ST79:2010, ISO 9001, and Aesculap's Instructions for Use. No other vendor was identified with the required combined technical capability, manufacturer partnership, onsite repair capacity, and regulatory compliance standards. The solicitation number is 36C24626R0047 (Product Service Code J066; NAICS 811210). Interested firms must submit evidence of capability within three business days of publication (by March 23, 2026 at 9:00 AM EST) to Contracting Officer Chellry Whittier (chellry.whittier@va.gov) or Alternate POC Cherisse Hall (cherisse.hall@va.gov), and must indicate their business size and ownership status.

NOTICE OF INTENT TO AWARD SOLE-SOURCE

The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a sole source Firm-Fixed Price contract for the procurement of repair and maintenance of surgical instruments and sterile containers for the Aesculap surgical instrument manufacturer, Fayetteville Coastal VA Health Care System (HCS), Fayetteville Health Care Center (HCC), Wilmington HCC, and Kiecker Clinic with TrillaMed, LLC. in accordance with 41 U.S.C. §3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. This purchase will be made under Acquisition of Commercial Products and Commercial Services and Other than Full and Open Competition as authorized by Revolutionary FAR Overhaul (RFO) 12.102(a) (Deviation OCT 2025).

This is not a request for competitive offers, and no solicitation is available. Research identified that while multiple vendors advertise general surgical instrument repair capabilities, none besides TrillaMed are authorized SDVOSB distributors for Aesculap—the OEM for a significant portion of the surgical instruments and Sterile Container systems used at this facility. OEM authorization is required to maintain product warranties and ensure instruments are repaired to manufacturer specifications. No other vendor was found with the combined technical capability, manufacturer partnership, on‑site repair capacity, or compliance with ANSI‑AAMI ST‑79:2010, ISO‑9001, and Aesculap’s Instructions for Use (IFU) and are only available from a single source without an unacceptable delay or duplication of cost. No other type of items will satisfy agency requirements. The Government intends to award the contract effective 28 March 2026 to TrillaMed, LLC.; 20300 W 12 Mile RD STE 103, Southfield, MI 48076-6408, SAM UEI: GW9FLBWB5625.

The Fayetteville Coastal VA Health Care System 2300 Ramsey Street, Fayetteville, NC 28301-3856; Fayetteville Health Care Center, 7300 Raeford Road, Fayetteville, NC, 28304-6162; Wilmington Health Care Center, 1705 Gardner Drive, Wilmington, NC 28405-8873; and Kiecker Clinic 1055 Jabara Avenue, Seymour Johnson AFB, NC 27531-2311, Sterile Processing Service, requires the monthly repair and maintenance of the VA owned Aesculap surgical instruments and sterile containers. These services ensure that all surgical instruments and sterile processing equipment remain in optimal working condition to support ongoing clinical operations, maintain patient safety, and meet regulatory compliance standards. The required services include inspection, repair, sharpening, refurbishment, and maintenance of various surgical instruments and sterile containers currently in use within the facility. These services are essential to sustain operational readiness within the Operating Room and Sterile Processing Service.

This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the contracting officer within three (3) business days of this publication by contacting Chellry Whittier via e-mail at chellry.whittier@va.gov. Telephone inquiries will not be accepted. This announcement closes on 23 March 2026 at 09:00 AM EST. Those interested firms must indicate whether they are large, small, small disadvantaged, 8(a) or woman-owned business and whether they are U.S. or foreign-owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
