About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Network Contracting Office 6, issued a Special Notice of Intent to Sole Source on February 10, 2026, regarding a contract for software updates and annual services for specialized surgical simulation equipment at the Richmond Veterans Affairs Medical Center. The notice announces the VA's intention to award a Firm Fixed Price sole-source contract to Surgical Science / Simbionix USA Corp / Mimic Technologies, Inc., valued at $24.0 million under NAICS code 611710 (Educational Support Services). Market research has determined that the requested products—an Endo suite and Ultrasound mentor system—are available only from this single source, thereby justifying the non-competitive procurement approach. The contract is anticipated to be awarded on or about February 17, 2026, with the contracting specialist identified as Cedric Frasier. This procurement falls under PSC category J065 for maintenance, repair, and rebuild of medical equipment.
The primary objective of this Special Notice is to provide notification of the sole-source award decision while allowing interested parties an opportunity to demonstrate alternative capabilities within a compressed timeframe. Interested contractors must submit capability statements to Cedric Frasier via email at cedric.frasier@va.gov by February 13, 2026—three calendar days from publication—with telephone inquiries explicitly not accepted. Respondents are required to identify their business classification (large, small, small-disadvantaged, 8(a), or woman-owned), ownership structure (U.S. or foreign), and must clearly mark any proprietary data submitted. All contractors are eligible to submit statements regardless of size or status; however, the government will not provide compensation for any information submitted and reserves the right to proceed with the sole-source award to Surgical Science / Simbionix USA Corp / Mimic Technologies, Inc. This notice does not constitute a competitive solicitation, and no formal request for quotes will be issued.
