About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Network Contracting Office 16 in Houston, Texas has issued a Notice of Intent to award a sole-source contract to Stryker for the provision of service and preventative maintenance support for Stryker Endoscopy ProCare equipment at Michael E. Debakey Medical Center. This Special Notice, posted on April 15, 2026, invokes the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, which permits sole-source contracting when only one responsible source can satisfy agency requirements due to unique characteristics and proprietary considerations. The VA contends that Stryker's specialized equipment and the proprietary nature of required servicing necessitate awarding the contract exclusively to the original equipment manufacturer. Interested parties are invited to submit capabilities statements to demonstrate their capacity to provide the required services, though the government reserves the right to proceed with sole-source negotiations with Stryker if no viable responses are received.
Interested contractors must submit capabilities statements by April 20, 2026, at 3:00 PM Central Standard Time to tiffany.burks@va.gov with the subject line "Notice of Intent STRYKER," demonstrating clear and unambiguous evidence of their ability to deliver the required services, which include on-site repairs, telephone response, preventative maintenance, hardware and firmware support, installation, parts, and labor for 83 pieces of Stryker Endoscopy equipment. The contract requires annual preventative maintenance inspections, emergency repair service with two-hour phone response and 24-hour on-site response times, and completion of corrective work within 48 hours, with all labor, parts, materials, and travel expenses included in the contract price. Eligible contractors must employ fully qualified, OEM-certified Field Service Engineers with a minimum of two years' experience with Stryker Endoscopy equipment, use only new OEM parts, and comply with extensive VA information security and privacy requirements including encryption standards and annual security assessments. All interested parties must be registered in the System for Award Management (SAM) at https://sam.gov to be eligible for contract award, and responses may only be submitted in writing via email, with verbal and faxed submissions not accepted.

Responding as an interested party on www.beta.sam.gov does not constitute sufficient evidence of capability. All interested parties must be registered in the System for Award Management (SAM) at https://sam.gov to be eligible for any Government contract award. No telephone inquiries will be accepted.
