About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 (VISN 21) has published a Special Notice announcing its intent to award a sole source firm fixed price contract to CardioQuip, LLC, for preventative maintenance services on CardioQuip MACH-1000(I) heart-lung bypass heater-cooler machines. This Special Notice, issued on March 31, 2026, with solicitation number 36C26126Q0531, is categorized under PSC J065 (Maintenance/Repair/Rebuild of Medical Equipment) and NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance). The justification for sole sourcing is based on CardioQuip's status as the sole manufacturer of the equipment and their decision to discontinue support for third-party maintenance and training on their devices. The contracting office is VA Sierra Pacific Network NCO 21 located in McClellan Park, California, and the point of contact is Contracting Officer Durell Salaz.
The purpose of this Special Notice is to identify any capable and authorized contractors who may be able to provide the required maintenance and repair services as alternatives to CardioQuip, LLC. Interested contractors must submit company information, capability documentation, and an authorization letter from CardioQuip PM Services to durell.salaz@va.gov by April 6, 2026, at 10:00 AM Pacific Time. To be eligible, contractors must demonstrate authorization from CardioQuip to perform the specified services and must be capable of executing the draft Performance Work Statement requirements, which include annual preventive maintenance inspections, corrective maintenance, parts replacement, technical support with a 72-hour response time, and compliance with relevant industry standards. The contract encompasses four pieces of CardioQuip equipment located at the VA Medical Center in San Francisco with required insurance coverage of at least $500,000 per occurrence for general liability and property damage. While this notice represents the government's intent to sole source to CardioQuip, the government reserves discretionary authority to proceed with competitive procurement based on qualifying responses received.
Notice text
The Department of Veterans Affairs, NCO 21, intends to award a sole source firm fixed price contract to CardioQuip, LLC, for preventative maintenance services as they are the sole manufacturer, and no longer support third-party maintenance on their devices nor do they offer third party training on their devices. Due to these restrictions this requirement must be sole sourced to CardioQuip, and no authorized third parties can provide the scope repair services and OEM parts that can satisfy this requirement. A draft performance work statement is attached. If you believe that your company is capable and authorized to perform these services in accordance with the performance work statement, please provide your information and capability along with an authorization letter from CardioQuip PM Services by responding to durell.salaz@va.gov no later than April 6, 2026, by 10 A.M. PST. This notice of intent is not a request for competitive quotes. Responses received will be evaluated; however, a determination by the Government not to compete with the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. No solicitation document is available.
