About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17 has issued a Special Notice of Intent to Award a Sole Source Procurement (Solicitation No. 36C25726Q0223) for maintenance services related to the Delta4 Phantom+ system at the South Texas Veterans Health Care System. This notice indicates the VA's intention to award a firm-fixed price contract to ScanDidios Inc., the manufacturer identified as the only vendor capable of providing the required services. The procurement encompasses both software and hardware maintenance agreements on a 12-month basis for a 5-year contract period. The notice was posted on February 17, 2026, and establishes a response deadline of February 23, 2026 at 10:00 AM Central Time. The contracting office is located in San Antonio, Texas, with Gillian M. Hooge serving as the primary point of contact.

The primary objective of this Special Notice is to inform the contracting community of the VA's intention to sole-source this procurement while allowing responsible sources an opportunity to submit competing capability statements, proposals, or quotations within seven days to demonstrate whether comparable alternatives exist that would be more advantageous to the government. The contract will commence on March 1, 2026 and extend through February 28, 2031, consisting of a base year followed by four option years. While any responsible source may submit a response, the procurement is authorized under 41 U.S.C. 3304(a)(1) and FAR 6.302-1 based on the determination that only one responsible source can satisfy the agency's requirements. If no affirmative written response is received within the seven-day window, the contract will be automatically issued to ScanDidios Inc. without further notification. This sole-source determination reflects the specialized nature of the Delta4 Phantom+ system and the exclusive maintenance capabilities required by the VA facility.
