About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 is seeking to procure annual service coverage for two Cepheid GeneXpert diagnostic analyzers through a sole-source contract with Cepheid. The services required include preventative maintenance, emergency corrective maintenance, parts and labor, module swaps, software updates, loaner equipment, and an uptime guarantee meeting Original Equipment Manufacturer terms. The procurement intends to award a firm-fixed-price service contract under sole-source authority, as the Government believes Cepheid is the only authorized provider capable of meeting the agency's specialized needs. The Government will consider all responsible sources submitting responses by the April 24, 2026 deadline at 1:00 PM Eastern Standard Time, with responses directed to Moneque Rodriguez at moneque.rodriguez@va.gov; any responses will be evaluated solely to determine whether a competitive procurement should be conducted in lieu of the sole-source award. The contract base year runs from June 17, 2026 through June 16, 2027, with four one-year renewal options extending through June 16, 2031, and the Government intends to proceed with the sole-source acquisition if no responses are received.
This is an unrestricted acquisition with no set-aside designations, and Cepheid is the identified sole-source contractor. The estimated contract value is $34 million over the performance period. The two analyzers covered under this contract are located at distinct VA facilities: one Premier Care Plan unit (Serial No. 834131) at C.W. Bill Young VA Medical Center in Bay Pines, Florida, and one Essential Care Plan unit (Serial No. 838305) at Lee County VA Clinic in Cape Coral, Florida. The contract requires a 98% operational uptime during normal operating hours (8:00 AM - 5:00 PM, Monday-Friday, excluding federal holidays), with emergency corrective maintenance available 24/7 and scheduled maintenance excluded from downtime calculations. Service personnel must be fully qualified factory service engineers with a minimum of two years of field experience and must comply with OSHA bloodborne pathogen standards and VA security requirements including Tier 1/Low Risk personnel credentialing, with invoicing processed monthly in arrears under net 30-day payment terms.
