About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Network Contracting Office 21, has published a Special Notice announcing its intent to award a sole source contract to Omnicell, Inc. for full service of Omnicell Equipment Units at the VA San Francisco Health Care System. The VA is utilizing the sole source justification under 41 USC A3304(a)(1) and FAR 6.302-1, claiming that only one responsible source exists and no other supplies or services will satisfy the agency's requirements. The contract will be structured as a firm fixed-price agreement and falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34 million. This notice serves as advance notification to the contracting community of the VA's procurement intentions while providing an opportunity for potential alternative vendors to demonstrate their capabilities.
The primary purpose of this Special Notice is to allow other companies to challenge the sole source determination by demonstrating their ability to provide equivalent services for Omnicell medical equipment. Interested contractors must submit capability statements by October 17, 2025, at 12:00 PM PST to the designated contracting officer, referencing solicitation number 36C26126Q0089. To be considered responsive, submissions must include seven specific elements: socioeconomic status, DUNS/CAGE codes, relevant experience, similar project examples, teaming arrangements, GSA contract information if applicable, and crucially, a letter from Omnicell Inc. authorizing the company to perform these services. Companies must also be registered in the System for Award Management (SAM) and maintain VetCert certification if claiming veteran-owned status. While the VA will evaluate all responses received, the agency retains sole discretion to determine whether to proceed with the sole source award or convert the procurement to a competitive process.
