About this opportunity
The Department of Veterans Affairs, Louis A. Johnson VA Medical Center, intends to sole-source a one-year preventive and corrective maintenance service agreement to GE Healthcare for radiology and imaging equipment, with capability statements due September 28, 2026 at 9:00 AM Eastern Time.
The service agreement covers maintenance, calibration, and software updates for specified GE systems including the XR Sensory Suite, XR OEC Elite 31cm CFD system, NM Discovery NM/CT 850 ES, XR Innova 4100, XR Senographe Pristina Mammography system, Senoris Connect Workstation hardware and software, and FlashPad HD Detectors at the Clarksburg, West Virginia facility. The VA has justified sole-source award on the basis that only personnel authorized and trained by the original equipment manufacturer can perform the proprietary maintenance, calibration, and software updates required, and that GE Healthcare maintains exclusive access to necessary diagnostics, software, and replacement parts. The Government determined that sole sourcing to GE Healthcare is necessary to preserve equipment operability, patient safety, and warranty compliance.
The contractor must comply with all VA, federal, and OEM standards; maintain records in accordance with federal and VA policy; support remote troubleshooting as necessary; and execute a Business Associate Agreement due to potential access to protected health information and VA sensitive data. Interested parties may submit capability statements to Contrever.Turcotte@va.gov, though the Government retains sole discretion to determine whether to conduct competitive procurement instead. The Justification for Exception to Fair Opportunity and Sole Source Letter are available upon formal request.
