About this file

This is a Special Notice documenting the Department of Veterans Affairs' intent to award a sole source contract to GE Healthcare for preventive maintenance and services on GE radiology and imaging systems at the Louis A. Johnson VA Medical Center in Clarksburg, West Virginia. The solicitation number is 36C24526Q0851, with a response deadline of September 28, 2026 at 9:00 AM Eastern Time. The one-year service agreement will cover maintenance, calibration, and software updates for specified GE equipment including the XR Sensory Suite, XR OEC Elite 31cm CFD system, NM Discovery NM/CT 850 ES, XR Innova 4100, XR Senographe Pristina Mammography system, Senoris Connect Workstation hardware and software, and FlashPad HD Detectors.

The Government has justified the sole source award based on the proprietary nature of GE equipment maintenance, which can only be performed by personnel authorized and trained by the original equipment manufacturer. GE Healthcare is the only vendor capable of providing these services while maintaining equipment operability, patient safety, and warranty compliance, with exclusive access to necessary diagnostics, software, and replacement parts. The contractor must comply with all VA, federal, and OEM standards; maintain federal and VA-compliant records; support remote troubleshooting as needed; and execute a Business Associate Agreement due to potential access to protected health information and VA sensitive data. Interested parties may submit capability statements by the response deadline to Contrever.Turcotte@va.gov, though the Government retains sole discretion to determine whether to conduct a competitive procurement. The Justification for Exception to Fair Opportunity and Sole Source Letter are available upon formal request.
