About this opportunity
The Department of Veterans Affairs Regional Procurement Office East, Network Contracting Office 2 (NCO 2), has published a Special Notice announcing its intent to award a sole-source contract to AGFA Healthcare for the maintenance and service of radiology and cardiology equipment. The contract is for Picture Archiving and Communication System (PACS) services specifically for Veterans Integrated Service Network 2 (VISN 2). AGFA Healthcare, located in Greenville, South Carolina, has been identified as the sole-source Original Equipment Manufacturer (OEM) supplier capable of meeting the requirement. The contract period runs from April 15, 2026 to April 14, 2027 with no option years included. While this is designated as a sole-source procurement, the VA has invited alternative vendors to submit written notification if they believe they can meet the stated requirements.
The primary objective of this Special Notice is to announce the VA's intention to procure comprehensive PACS maintenance services, including licensing, service, maintenance, and upgrades, under the existing national DinPACS contract SPE2D116D0013. Interested contractors must submit written responses demonstrating their capability to perform the requirements by December 5, 2025 at 10:00 a.m. EST via email to Kimberly.wiatrowski@va.gov. There are no specific set-asides or eligibility restrictions beyond the technical capability to provide factory-authorized OEM services for AGFA PACS systems. The VA will evaluate any responses received and determine whether to compete the procurement; however, the Government reserves sole discretion in this decision. If no alternative responses are received by the deadline, the VA will proceed with awarding the contract to AGFA Healthcare as planned.
