About this opportunity
The Department of Veterans Affairs (VA), specifically the LTC Charles S. Kettles VA Medical Center in Ann Arbor, Michigan, has issued a Special Notice announcing its intent to award a sole source contract for Checkpoint Sensor Support and Maintenance Services. The VA intends to negotiate with EOI, Inc. dba Medical Resources, located in Lewis Center, Ohio, for this procurement under NAICS Code 811210 with a size standard of $34 million. The contract will be structured as a firm fixed price agreement covering a one-year period from September 12, 2025, to September 11, 2026. The justification for the sole source approach is based on FAR 6.302.1, which allows for non-competitive awards when only one responsible source can satisfy the agency's specialized requirements. The contractor will be required to provide all necessary parts, labor, equipment, materials, and supervision for servicing requirements at the medical center in Detroit, Michigan.
The primary purpose of this Special Notice is to announce the VA's intention to proceed with a sole source procurement while providing an opportunity for other potential contractors to challenge this determination. Interested parties must submit responses by 8:00 AM Eastern on September 3, 2025, to Alexis.Alexander1@va.gov, demonstrating clear and convincing evidence that competition would be advantageous to the government. No formal solicitation package is available, and the government retains complete discretion in determining whether to proceed with competition. The procurement falls under the Electronic and Precision Equipment Repair and Maintenance category, specifically for medical, dental, and veterinary equipment maintenance and repair. Any contractor seeking to participate must be able to demonstrate their capability to meet the specialized nature of the checkpoint sensor support and maintenance requirements at the VA medical facility.
