About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16, through Network Contracting Office (NCO) 16, has issued a Special Notice for an intended sole-source contract for CATALYS precision laser system maintenance and repair services. The notice, posted on July 30, 2025, indicates the VA's intent to award a firm-fixed-price service contract to AMO Sales and Service Inc. of Irvine, California, under the authority of 41 U.S.C 253(c)(1) for being the only responsible source capable of meeting agency requirements. The contract will support the New Orleans Veterans Health Care System's CATALYS Laser system (MX Number 1281836) and falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. This is classified as an intent to sole source notice only and is not a request for quotations. The anticipated contract period is twelve months, from September 15, 2025, to September 14, 2025, though there appears to be an error in the end date specification.
The primary purpose of this Special Notice is to provide transparency regarding the VA's intention to proceed with a sole-source procurement while allowing other parties to demonstrate their capabilities to potentially compete for the requirement. Interested contractors may submit capabilities statements by August 15, 2025, at 10:00 AM CST to tiffany.conner@va.gov, referencing solicitation number 36C25622Q1290 in the subject line. The required services include scheduled and unscheduled maintenance, new parts, maintenance kits, and consumable items provided by trained and certified personnel following OEM specifications, with operational support from 6:30 AM to 7:00 PM Monday through Friday and 24/7 phone support. Contractors must be registered in the System for Award Management (SAM) to be eligible for award consideration. The government retains sole discretion to determine whether to compete the contract based on responses received, and if no viable alternatives are submitted by the deadline, NCO 16 will proceed to negotiate exclusively with AMO Sales and Service Inc.
