About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) through its Great Lakes Acquisition Center (GLAC) has issued a Special Notice for a sole source contract with Canon Medical Systems USA, Inc. for full-service maintenance of a Canon Soltus Portable X-Ray System located at the William S. Middleton Memorial Veterans Hospital in Madison, Wisconsin. The notice is being published under Statutory Authority 41 U.S.C. 1901 and will utilize Simplified Acquisition Procedures as outlined in FAR 13.106-3(b)(3)(i). A Class Justification for an Exception to Fair Opportunity (JEFO) has been issued that limits service agreements for previously acquired Canon Radiology and Imaging Systems exclusively to the Original Equipment Manufacturer (OEM). The contract will be structured as a base contract with four option years and will be issued under the IDIQ contract SPE2D1-17-D-0022. The contract will be classified under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance.

The primary objective of this Special Notice is to negotiate a sole source maintenance contract directly with Canon Medical Systems USA, Inc. for the specific X-Ray system at the VA hospital. Contractors who believe they can meet the requirements must submit detailed capability statements via email to Jessica Hansen (jessica.hansen@va.gov) by 10:00am CDT on 04/25/2025, with supporting evidence demonstrating their ability to comply with the stated requirements. The government retains sole discretion to determine whether to compete the procurement, with the default path being direct negotiation with Canon if no qualifying responses are received. Potential respondents must provide comprehensive information about their products, services, and references from other customers currently using similar products. Telephonic inquiries will not be accepted, and no solicitation documents are available. The notice explicitly states that this is not a request for competitive quotes, but rather an opportunity for potential vendors to demonstrate their capabilities if they believe they can satisfy the VA's specific requirements.
