About this opportunity

The Department of Veterans Affairs Caribbean Healthcare System, Network Contracting Office 8 (NCO-8) has issued a Special Notice announcing its intent to award a single-source procurement for maintenance and repair services of Liebert UPS System and Components. The contract will be awarded to Technical Power Service Inc., which is identified as the only authorized equipment manufacturer (OEM) distributor and service representative for the geographical area of San Juan, Puerto Rico. The proposed contract structure includes a base period of twelve months with four additional one-year option periods. This procurement falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a business size standard of $34.0 million and uses Product Service Code J061 for electric wire and power distribution equipment maintenance.

The primary purpose of this Special Notice is to inform the contracting community of the government's intent to negotiate with only one source under the authority of FAR 13.106-1(b), rather than conducting a competitive procurement process. Interested firms that wish to challenge the single-source award must provide clear and convincing evidence of their capability to deliver the required services at the specific San Juan, Puerto Rico location and demonstrate that competition would be advantageous to the government. All responses must be submitted via email to Contracting Officer Aurea Gonzalez at Aurea.Gonzalez@va.gov no later than September 5, 2025, at 11:00 AM Atlantic Standard Time. The notice explicitly states that no solicitation package is available and that this is not a request for competitive quotes or proposals. Only contractors who can present compelling evidence of their qualifications and the benefits of competition are eligible to challenge this single-source procurement approach.
