About this opportunity

This solicitation has been canceled as of October 12, 2026. The Department of Veterans Affairs, Veterans Integrated Service Network 2, had solicited Motorola LMR system service and maintenance for the Canandaigua VA Medical Center in Canandaigua, New York, with an original proposal due date of October 6, 2026, extended to October 15, 2026, prior to cancellation.

The procurement was a Service-Disabled Veteran-Owned Small Business set-aside under NAICS 811210 with a firm-fixed-price structure. The contract base period ran from November 1, 2026, through October 31, 2027, with four one-year option periods extending through October 31, 2031. Place of performance was Canandaigua, NY 14424.

Scope included comprehensive LMR system support: service desk operations with full lifecycle tracking, remote technical assistance via telephone, onsite technician dispatch for hardware diagnostics and component replacement, annual preventative maintenance, depot-level repair services for Motorola hardware, security patches and certified software updates, hardware upgrades as needed, system implementation and integration, and coordination with the Veterans Affairs Spectrum Management Office for Radio Frequency Authorizations. Work was to be performed Monday through Friday, 8:00 AM to 4:30 PM, excluding federal holidays.

Offerors were required to submit technical capability and experience (eight-page maximum capabilities statement and management plan) and a separate price quote to julie.monaganbarnard@va.gov. Questions were due September 28, 2026, at 3:00 PM EST. Amendment 0001 (September 29, 2026) modified the pricing schedule from annual to quarterly invoicing. The contractor was required to maintain a Motorola Authorized Federal Reseller Partner Letter of Authorization and carry minimum insurance of $500,000 general liability per occurrence and $200,000/$500,000 automobile liability.

Evaluation was based on comparative assessment of technical capability, relevant experience with at least three references, and cost/price. The government indicated it may resolicit this requirement at a future date.
