About this file

This document is a Capabilities Design Review (CDR) presentation for the VAMC Canandaigua Radio System Upgrade Project, prepared by Cynergy Professional Systems and Motorola Solutions and updated December 9, 2024.

The project involves designing and implementing a new ASTRO 25 P25-compliant radio communications system for the VA Medical Center in Canandaigua, New York. The proposed solution includes an ASTRO 25 K1 Core system with distributed architecture and IP-based addressing to provide secure voice communications. Key system components include three MCC 7500E dispatch consoles (located in Building 37 main dispatch and Building 16 fire dispatch), four GTR 8000 repeaters (for Fire, Police, EMS, and Ground Transport), APX consolettes for interoperability with Rochester PD and Ontario County, and subscriber equipment across five user groups: Fire Department (15 APX 8000 portables, 3 APX 8500 mobiles, 1 APX 8500 base station); Police Department (25 APX 8000 portables, 4 APX 8500 mobiles); Engineering Shops (35 APX N30 portables, 1 APX 4500 base station); Grounds and Transportation (5 APX N30 portables, 6 APX 4500 mobiles); and Nursing Staff (10 APX N30 portables). System frequencies include Transportation RX 169.0000 MHz TX 163.3625 MHz, Fire RX 172.6875 MHz TX 164.0625 MHz, Police RX 171.1500 MHz TX 169.5750 MHz, and Maintenance RX 170.1875 MHz TX 163.000 MHz. Supporting infrastructure includes Verint logging recorder capability for 6 LMR talk groups and 3 LMR channels, UPS backup power, GPS and tri-band omnidirectional antennas on Buildings 2 and 37, and extensive networking requiring minimum latency of 20 milliseconds, jitter less than 20 milliseconds, and packet loss below 0.02%. The project schedule extends from October 3, 2024 project kickoff through final acceptance on July 29, 2025, with installation phases occurring May 30 through June 18, 2025, and system optimization, testing, training, and acceptance activities completing in July 2025. Customer responsibilities include providing facility space, dedicated 20-amp 120V power circuits, CAT6 ethernet cabling or fiber connectivity between buildings, HVAC maintenance, grounding infrastructure, roof penetrations for antenna lines, and network demarc access within 20 feet of equipment areas.

System Overview After carefully reviewing your requirements for improved radio communications, Motorola Solutions, Inc. (Motorola Solutions) has prepared this proposal to provide Canandaigua VA with a new K Core system.

The proposed ASTRO 25 system builds upon Motorola Solution’s ASTRO 25 architecture by combining the open standards of P25 with distributed architecture and IP-based addressing. The system will provide Canandaigua VA with a secure voice communications platform, and provide a standardized and secure communications system.
