About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 2, is conducting market research to procure Uninterrupted Power Source (UPS) maintenance services, with responses due July 24, 2026, at 12:00 PM Eastern Time. The procurement carries a Service-Disabled Veteran-Owned Small Business set-aside; the Veterans First Contracting program establishes preference priority for SDVOSB concerns, followed by Veteran-Owned Small Business (VOSB) concerns, then other capable small business firms.
Work is performed at two locations: East Orange VA Medical Center (385 Tremont Avenue, East Orange, New Jersey) and Lyons VA Medical Center (New Jersey). At East Orange, the contractor shall maintain two Eaton Powerware Model 9390-80 UPS units (80 kilowatts each) located in Building 1, Room B-155, with semi-annual preventive maintenance required in October and April. At Lyons, the contractor shall maintain one Eaton Powerware 9390 unit with 80 sealed batteries and associated distribution equipment located in Building 10, with annual maintenance scheduled for July.
The performance period is a base year from August 20, 2026 through August 19, 2027, with four optional one-year extensions through August 19, 2032. Scope includes preventive maintenance, inspections, voltage and temperature measurements, AC ripple testing, battery cell cleaning, corrosion control, and safety assessments per IEEE Standard 450-1995 and OSHA regulations. Contractor qualifications require a minimum of two years of experience in the trade and an OSHA 30-Hour Safety Training Card. Work hours are 8:00 AM to 4:30 PM Monday through Friday at East Orange and 7:30 AM to 3:30 PM Monday through Friday at Lyons, excluding federal holidays.
Responders must provide professional qualifications, capability documentation, a minimum of three government or private industry references, DUNS number, business size classification, socio-economic status, estimated service costs, and registration in SAM. The contracting officer is Clifford S. Harrison (Clifford.Harrison@va.gov or 718-584-9000, Extension 4680). No telephone inquiries will be accepted.
