About this opportunity
The Department of Veterans Affairs Network Contracting Office 6 is seeking capability statements from contractors able to install a chilled-water bypass loop system for the third-floor laboratory at the Central VA Healthcare System, with responses due November 2, 2026 at 4:00 PM Eastern Time. This Sources Sought notice is for market research and acquisition planning only. It is not a solicitation, does not promise award, and the Government will not reimburse submission costs. No set-aside is used, and the VA is seeking responses from both small and other-than-small businesses.
Work is at the third-floor laboratory space at 1201 Broad Rock Boulevard, Richmond, VA 23249. The Central VA Healthcare System is the requesting customer, and NCO 6 in Fayetteville, North Carolina is the contracting office. The chiller on the roof was installed without a chilled-water bypass loop, so it shuts down after a period of operation or at a predetermined operating condition, leaving the laboratory inadequately cooled and overheated. The requirement is to install the bypass loop and integrate it with the existing chiller, air-handling equipment, and the Johnson Controls, Inc. (JCI) building automation and control system.
Capability statements must address prime-contractor capability, experience with chilled-water bypass loops, chiller piping, HVAC controls, and JCI or similar building automation integration, and at least two relevant projects completed within the past five years with customer references. Firms should also address proposed subcontractors, licenses and certifications, bonding capacity, and safety qualifications. Respondents provide business size and socioeconomic status, plus Unique Entity ID and CAGE code if available. The NAICS code is 238220 and the PSC is J048. Questions go to Cedric Frasier at cedric.frasier@va.gov, notice number 36C24627Q0088.

Purpose
The Department of Veterans Affairs, Network Contracting Office (NCO) 6 is seeking qualified contractors capable of installing a chilled-water bypass loop system serving the third-floor laboratory space. This Sources Sought notice is issued for market research and acquisition planning purposes only. It is not a solicitation, request for proposal, invitation for bid, or promise to award a contract.
The VA is seeking responses from qualified small and other-than-small businesses, including firms capable of performing the work.
Background
The Central VA Healthcare System is requesting a new chiller to be installed on the roof of the third-floor laboratory. However, a chilled-water bypass loop system was not installed as part of the original work. Because the system lacks the required bypass loop, the chiller shuts down after operating for a period of time or upon reaching a predetermined operating condition. These shutdowns result in inadequate cooling and elevated temperatures within the laboratory space.
The VA requires the installation of a bypass loop system and integration with the existing chiller, air-handling equipment, and Johnson Controls, Inc. (JCI) building automation/control system.
