About this file

This is a Sources Sought notice issued by the Department of Veterans Affairs Network Contracting Office (NCO) 6 for market research and acquisition planning purposes. The VA is seeking qualified contractors—including small businesses and other-than-small businesses—capable of installing a chilled-water bypass loop system at the Central VA Healthcare System's third-floor laboratory space located at 1201 Broad Rock Boulevard, Richmond, VA 23249. The work involves installing a bypass loop system and integrating it with an existing chiller, air-handling equipment, and a Johnson Controls, Inc. building automation/control system. The chiller was recently installed on the roof but lacks the required bypass loop, causing the system to shut down prematurely and resulting in inadequate cooling and elevated temperatures in the laboratory. The solicitation number is 36C24627Q0088, with a product/service code of J048 and NAICS code 238220. The contracting office is located in Fayetteville, NC 28301, and the point of contact is Cedric Frasier at cedric.frasier@va.gov.

Interested firms must submit a capability statement by November 2, 2026, at 4:00 PM Eastern Time addressing company information, business size and socioeconomic status, ability to perform as a prime contractor, relevant experience with chilled-water bypass loops and HVAC controls, experience integrating with Johnson Controls or similar building automation systems, at least two relevant projects completed within the past five years with customer references, proposed subcontractors, applicable licenses and certifications, bonding capacity, safety qualifications, and any concerns or recommendations regarding scope. This is a market research notice only and does not constitute a solicitation or promise to award a contract; the Government will not pay for or reimburse respondents for submission costs.

Sources Sought Notice

Purpose The Department of Veterans Affairs, Network Contracting Office (NCO) 6 is seeking qualified contractors capable of installing a chilled-water bypass loop system serving the third-floor laboratory space. This Sources Sought notice is issued for market research and acquisition planning purposes only. It is not a solicitation, request for proposal, invitation for bid, or promise to award a contract.

The VA is seeking responses from qualified small and other-than-small businesses, including firms capable of performing the work.

Background The Central VA Healthcare System is requesting a new chiller to be installed on the roof of the third-floor laboratory. However, a chilled-water bypass loop system was not installed as part of the original work. Because the system lacks the required bypass loop, the chiller shuts down after operating for a period of time or upon reaching a predetermined operating condition. These shutdowns result in inadequate cooling and elevated temperatures within the laboratory space.

The VA requires the installation of a bypass loop system and integration with the existing chiller, air-handling equipment, and Johnson Controls, Inc. (JCI) building automation/control system.

Requested Information Interested firms are invited to submit a capability statement addressing the following:

1. Company name, address, point of contact, telephone number, and email address.

2. Unique Entity ID and CAGE code, if available.

3. Business size and socioeconomic status, including any applicable:

· Small business status

· Service-Disabled Veteran-Owned Small Business status

· Veteran-Owned Small Business Status

· 8(a) status

· Woman-Owned Small Business status

· HUBZone status

4. Confirmation of the firm’s ability to perform the work as a prime contractor.

5. Relevant experience installing chilled-water bypass loops, chiller piping systems, HVAC controls, or comparable systems.

6. Experience integrating HVAC equipment with Johnson Controls or similar building automation systems.

7. At least two relevant projects completed within the past five years, including:

· Customer name

· Contract or project value

· Location

· Dates of performance

· Description of work performed

· Point of contact and telephone number or email address

8. Identification of proposed subcontractors and the work they would perform.

9. Applicable licenses, certifications, bonding capacity, and safety qualifications.

10. Any concerns, assumptions, or recommendations regarding the anticipated scope.

11. Indication of whether the firm believes the requirement can be set aside for a particular small-business category.
