About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 2, has issued a Special Notice announcing its intent to award a sole-source contract to John W Danforth Company for emergency natural gas pipeline repairs at the Bath VA Medical Center in Bath, New York. The procurement is being conducted under FAR 6.302-1(a)(2) authority, which allows for sole-source contracting when only one responsible source can satisfy agency requirements. The project involves repairing a 6-inch natural gas main pipeline that crosses a bridge leading to Veterans Avenue and supplies natural gas to the VAMC boiler house. The contract will be structured as a firm-fixed-price arrangement and falls under NAICS code 237120 (Oil and Gas Pipeline and Related Structures Construction) with a small business size standard of $49.0 million. John W Danforth Company is classified as a large business for this procurement.
The emergency repair is necessitated by the discovery of minor "pinhole" leaks at two locations along the pipeline crossing, which were identified after a natural gas odor was detected and investigated by the engineering team and Bath VA Fire Department. While the leaks are considered minor, their location on the bridge creates safety concerns requiring prompt remediation to maintain safe operations for the medical center. Interested parties who believe they can provide the required services may submit capabilities information by Monday, August 4, 2025, at 12:00 noon ET to potentially challenge the sole-source determination. All inquiries and responses must be submitted via email to Contracting Officer Idalia Algarin at Idalia.algarin@va.gov with the subject line "RFQ 36C24225Q0925 EMERGENCY REPAIR NATURAL GAS PIPPING ACROSS BRIDGE - BATH VAMC." The government retains complete discretion in determining whether to open this requirement to competitive bidding based on responses received, and no solicitation document is currently available.

This pipeline supplies natural gas to the Bath VAMC boiler house at building B31. Recently, a natural gas odor was detected near the crossing toward Veterans Avenue.
