About this opportunity

The contract will support clinical laboratory reagent water systems at the Southeast Louisiana Veterans Health Care System in New Orleans, Louisiana. This procurement is being conducted under the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, which permits sole-source awards when only one responsible source can satisfy agency requirements. The Department has determined that EMD Millipore Corp. is uniquely qualified to provide the specialized services needed, and no competitive bidding process will be conducted. The Special Notice was posted on December 12, 2025, and serves as a formal notification of the government's procurement intent rather than a request for quotations.

Interested parties have until December 28, 2025, at 8:00 AM CST to submit a capabilities statement to marcus.sidney@va.gov demonstrating their ability to provide the required specialized water system maintenance and repair services in accordance with EMD Millipore Corporation policies. The contract will be for one base year beginning January 10, 2026, and ending January 9, 2027, classified under NAICS code 621511 (Medical Laboratories) and PSC J046 (Maintenance/Repair/Rebuild of Water Purification Equipment). To participate, respondents must be registered in the System for Award Management (SAM) and must provide clear, unambiguous evidence of their capabilities through their submission. The government indicates it will evaluate responses to determine whether to proceed with the sole-source award or pursue competitive procurement. The anticipated contract structure will be firm-fixed-price, and all parts and materials must comply with EMD Millipore Corporation policies and standards.
