About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is seeking industrial water treatment services for the VA Central California Health Care System. The contract requires comprehensive chemical treatment and technical advisory services for multiple boiler and chiller water systems, including three 600-ton and one 300-ton cooling towers, two 15-ton cooling towers, three 300 HP steam boilers, a facility-wide 1,500-ton secondary chilled water loop, and thirteen closed loop heating/cooling water systems. Contractors must have at least five years of experience in similar water treatment services, employ a water treatment specialist with a bachelor's degree in chemical engineering, and be located within 100 miles of the site for responsive service. The contractor will be responsible for maintaining water chemistry parameters, conducting periodic system verifications, and ensuring safety, reliability, and longevity of steam and condensate piping and equipment. Proposals are due by July 31, 2025, with electronic submissions via email to gary.christensen@va.gov being the only accepted method, subject to a 5MB email size limit.
This opportunity is designated as unrestricted with no set-aside provisions, making it open to all business types. The contract period covers a base year from August 8, 2025 through August 7, 2026, with services to be performed at the VA facility in Fresno, CA 93703. The solicitation includes an amendment that addresses ownership status clarification, proposal submission methods, and service frequency clarification in the revised Statement of Work regarding on-site service intervals. All contractors must be registered in the System for Award Management (SAM) with a Unique Entity ID, and all questions must be submitted via email as verbal inquiries will not be addressed. The amendment specifically clarifies previously conflicting references to weekly, monthly, and biweekly service intervals that were present in the original solicitation documents.
