About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 8, cancels Solicitation 36C24826Q0562 for deionized water system maintenance at Malcolm Randall VA Medical Center in Gainesville, Florida, effective May 5 with no award. The original procurement was set aside for Service-Disabled Veteran-Owned Small Businesses and carried an April 24 proposal deadline.
The Government determined that the Performance Work Statement lacked sufficient detail to enable vendors to price the work accurately and consistently. Ambiguities in scope definition and risk allocation produced materially different vendor interpretations, preventing fair and reasonable price determination and meaningful comparative evaluation of the quotes received.
The requirement called for all labor, materials, equipment, consumables, and supervision to maintain two DI water systems, including preventive maintenance, inspection, consumable exchange, tank exchange, and system monitoring. The intended contract structure was firm-fixed-price with a one-year base period and four one-year option periods. Performance location is 1601 SW Archer Road, Gainesville, FL 32608. The NAICS code is 221310, Water Supply and Irrigation Systems; the PSC is J046.
The Government will re-evaluate and further define the requirement before re-solicitation at a later date. Contracting officer John H. Shultzaberger manages the requirement at the Gainesville, Florida contracting office.

Update #2 · Latest ·
The purpose of this amendment is to cancel Solicitation 36C24826Q0562 in its entirety.
After review of the solicitation and quotes received, the Government has determined that the requirement, as currently defined, does not provide sufficient detail for vendors to accurately and consistently price the work. The ambiguity within the Performance Work Statement has resulted in materially different interpretations of the scope of work and associated risk by the vendor community.
As a result, the Government is unable to determine fair and reasonable pricing or conduct a meaningful comparative evaluation of quotes received.
Accordingly, the solicitation is hereby canceled with no award.
This requirement will be re-evaluated, further defined, and re-solicited at a later date once sufficient detail has been developed to support accurate and competitive pricing.
