About this opportunity

Network Contracting Office 8 (NCO 8) at the Department of Veterans Affairs Veterans Health Administration has published a Special Notice announcing its intent to award a sole source contract to CSIC Solutions LLC for feedwater piping replacement at the C.W. Bill Young VA Medical Center. The procurement involves replacing approximately 360 feet of 3-inch Schedule 80 welded feedwater piping and associated fittings that connect the Deaerator Tank to the boiler system. The existing piping exhibits corrosion, leakage, and inefficiency that compromise boiler performance, safety, and reliability. This notice is being issued under Simplified Acquisition Procedures and RFO 12.102, with an estimated contract value not exceeding $350,000. The procurement falls under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and Product Service Code J045.

The primary objective of this sole source procurement is to ensure continuity and compatibility with the existing Deaerator Tank rental agreement while minimizing operational disruption to the facility's boiler plant systems. Interested parties may submit an Expression of Interest via email to Lakiesha Anderson by December 24, 2025, at 12:30 PM EST; however, this notice is strictly for market research purposes and no contract award will be made based on responses received. There are no formal solicitation documents available, and the agency will not accept telephone or email inquiries regarding the procurement. The sole source justification is based on CSIC Solutions' current vendor status as the Deaerator Tank provider and their on-site operational familiarity, positioning them as the only source capable of performing the work without introducing system risks or coordination complications. While other vendors may possess technical capability, engaging a different contractor would necessitate additional coordination, create compatibility concerns, and potentially disrupt the existing rental arrangement.
