About this file

This document is a Justification for Single Source Awards from the Department of Veterans Affairs (VA) for a sole-source procurement. The requirement involves replacing approximately 360 feet of 3" Schedule 80 welded feedwater piping, including associated fittings, connecting the Deaerator (DA) Tank to the boiler system at the Bay Pines VA Healthcare System. The existing piping shows signs of corrosion, leakage, and inefficiency that could compromise boiler performance and safety.

The VA is pursuing a single-source award to CSIC Solutions under Simplified Acquisition Procedures, with the contract not exceeding $350,000. CSIC Solutions is the current vendor with an active rental agreement for the DA Tank and is uniquely positioned to perform the work due to its on-site presence and operational responsibility. The justification emphasizes that no other vendor has the authority, access, or familiarity to perform the piping replacement without introducing system risks or violating existing contract terms. The proposed pricing has been determined fair and reasonable based on historical pricing for similar services, with the Government reviewing prior contract actions to support this conclusion.

1. Contracting Activity: Department of Veterans Affairs, Veterans Health

Administration,Regional Procurement Office East, Network Contracting Office 08 (NCO 08) on behalf of Bay Pines VA Healthcare System located at 10,000 Bay Pines Blvd. Bay Pines, FL 33744.

2237:

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This requirement is for the replacement of approximately 360 feet of 3” Schedule 80 welded feedwater piping, including associated fittings (90°, 45°, and tees), connecting the Deaerator (DA) Tank to the boiler system. The existing piping exhibits signs of corrosion, leakage, and inefficiency, which may compromise boiler performance, safety, and reliability.

Estimated Amount:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This sole source requirement is being processed as a Single Source Award IAW RFO 12.102 using Simplified Acquisition Procdeures under the Simplified Acquisiton Threshold (350K). The requirement involves the replacement of feedwater piping directly connected to a Deaerator (DA) Tank currently under an active rental agreement with CSIC Solutions (Contract No. 36C24825P1083). CSIC Solutions is actively engaged on-site and maintains operational responsibility for the DA Tank, including its configuration, integration, and performance within the boiler system.

The unique characteristic that limits availability to only one source is the contractual and operational continuity associated with the DA Tank. Any modification or connection to the tank must be performed by the vendor responsible for its installation and maintenance to ensure system integrity and compliance with the terms of the rental agreement. No other vendor has the authority, access, or familiarity required to perform the piping replacement without introducing risk to the system or violating the existing contract terms.

As a result, no other supplies or services can be used without causing disruption to the current system, requiring redundant coordination, and potentially compromising the reliability and safety of the boiler plant. CSIC Solutions is the only source
