About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 has issued a Special Notice announcing its intent to award a sole-source contract for Emerson DeltaV Guardian Support services at the James H. Quillen VA Medical Center in Mountain Home, Tennessee. This notice is being published under FAR 6.302-1(a)(2)(ii) authority, which allows for sole-source procurement when only one responsible source can satisfy the agency's requirements. The contract will be a firm fixed-price agreement structured as a five-year term with one base year and four option years. The government emphasizes that this is not a request for quote and no solicitation is currently available. The contract will support a complex industrial control system that includes one ProPlus Server, one App Station, two Workstations, and an Emerson DeltaV v14.LTS 600 DST system with various controllers and I/O modules.

The purpose of this sole-source contract is to secure comprehensive technical support services for the VA medical center's critical DeltaV industrial control system, including unlimited 24/7 telephone, email, and chat support, software and firmware updates, system health monitoring, and emergency onsite assistance. Contractors interested in this opportunity must respond by August 28, 2025, at 8:00 AM Eastern Time, though the government notes this is an intent notice rather than an active solicitation. The primary eligibility requirement is that contractors must be Emerson-certified distributors for DeltaV support services and possess factory training credentials. The contract scope encompasses asset and license inventory management, system lifecycle management, compatibility testing for antivirus and Microsoft updates, access to Emerson's knowledge base, and provision of 40 hours of annual emergency onsite support.
