About this opportunity
The Department of Veterans Affairs, Veterans Health Administration Veterans Integrated Service Network 7, published a Notice of Intent to Sole Source on February 25, 2026, for HVAC modifications and integration services at WJB Dorn VA Medical Center in Columbia, South Carolina. The contracting office intends to award this contract exclusively to Control Management, Inc., a small business, under the authority of FAR 13.106-1(b)(1) due to proprietary system access constraints. The project involves mechanical HVAC work, installation of Siemens components, testing and balancing, and full integration into the existing Siemens APOGEE Building Automation System, including controller programming and Engineering Control Center graphics updates. The sole source determination is justified because Control Management, Inc. is the only authorized Siemens integrator with exclusive administrative and programming control of the facility's building automation system, and the government does not possess independent programming access to the system.
While this is not a competitive procurement, interested parties may submit capability statements by March 3, 2026—five calendar days from the notice publication date—to demonstrate their ability to perform the required services and possess authorized programming access to the Siemens APOGEE BAS system. The work encompasses HVAC modifications in medication rooms across four buildings with a performance period not exceeding four months, conducted during specified after-hours windows (5:00 p.m. to 6:00 a.m., Monday through Friday, excluding weekends and federal holidays). All contractor technicians must be trained by Siemens or Control Management, Inc., the sole authorized independent training provider in South Carolina, with proof of training required during the proposal phase. The contractor must supply all labor, equipment, materials, and technicians, complete testing and balancing for each room, provide pressure testing for positive pressure medication rooms, and supply a one-year warranty on parts and labor. Quarterly service reports must be submitted to the Contracting Officer Representative, with payment processed electronically through Tungsten Network upon receipt of properly prepared invoices.

Description of Requirement:
The Department of Veterans Affairs, WJB Dorn VA Medical Center, intends to award a sole source contract to Control Management, Inc. (CMI), a Small Business, for HVAC modifications and integration services within medication rooms. The requirement includes mechanical HVAC work, installation of Siemens components, testing and balancing, and full integration into the existing Siemens APOGEE Building Automation System (BAS), including controller programming, calibration, system integration, and Engineering Control Center (ECC) graphics updates.
