Contractors must be certified Service-Disabled Veteran-Owned Small Business (SDVOSB) firms listed in the SBA certification database and must comply with subcontracting limitations not exceeding 75 percent to non-certified SDVOSB firms. Evaluation will be conducted using best value comparative analysis based on price, contractor experience, and past performance. Critical deadlines include March 24, 2026 at 12:00 p.m. EST for questions, March 30, 2026 at 5:00 p.m. EDT for quote submissions, and a mandatory site visit on March 30, 2026 at 1:00 p.m. CT.

The work will take place at the Tennessee Valley Healthcare System Nashville facility located at 1310 24th Avenue South, Nashville, Tennessee 37212, with the chiller located on the roof of the ACRE Building. Operating conditions require an entering water temperature of 54 degrees Fahrenheit, leaving water temperature of 44 degrees Fahrenheit, and a GPM flow rate of 510-520 at 460 volts with a 400-450 amp disconnect. Contractors must obtain VA-issued identification badges, present a professional appearance, comply with VA facility security and conduct requirements, and maintain proof of general liability insurance ($500,000 per occurrence), automobile liability coverage ($200,000 per person/$500,000 per occurrence), and workers' compensation insurance.
