About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 15, has published a Special Notice of Intent to Award a Sole Source Procurement for maintenance and hotline services related to pharmaceutical equipment at the Consolidated Mail-Out Pharmacy (CMOP) facility in Hines, Illinois. This is not a request for quotes or competitive bidding opportunity, but rather an announcement of the government's intent to issue a sole source award to KNAPP, Inc. under the authority of FAR 13.501(a) and VAAR 819.7007. The procurement is classified under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) and PSC category J036 (Maint/Repair/Rebuild of Equipment—Special Industry Machinery). The notice was posted on December 4, 2025, and represents a firm fixed-price contract action.

The procurement objective is to obtain scheduled and unscheduled maintenance services with 24/7 emergency telephonic technical support for two proprietary KNAPP pharmaceutical auto-picker UUA-SDA banks operated by the GL-CMOP. KNAPP, Inc. is designated as the sole source contractor because it is the exclusive manufacturer capable of repairing, servicing, diagnosing, and troubleshooting its proprietary pharmaceutical dispensing equipment without voiding manufacturer warranties. The VA has determined that no other entity can provide the required repair parts, repairs, and technical services while maintaining equipment warranty coverage. Since this is a sole source procurement announcement rather than a competitive solicitation, there are no standard eligibility criteria or application instructions for interested contractors, as the award decision has already been predetermined. This notice serves as transparent notification to the contracting community of the VA's procurement intent prior to contract issuance.

Notice text

SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT.

THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD.

This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Phamacy (CMOP) located in Hines, IL is proposing a firm fixed price contract with Knapp, Inc. on a sole source basis for Knapp System Hotline and Maintenance. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) and VAAR 819.7007. The reason justifying this sole source procurement is that KNAPP is the only manufacturer that can repair, service, diagnose, and troubleshoot its own proprietary pharmaceutical dispensing equipment and is also the only entity that is able to provide repair parts, repairs, and these services without voiding any warranties.

Background:

This procurement is for provision of scheduled and unscheduled maintenance services with emergency telephonic technical hotline support services available on a 24 hour and 7 days a week (24/7) basis for two proprietary KNAPP pharmaceutical auto-picker UUA-SDA banks at the GL-CMOP without voiding any KNAPP warranties.
