About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 seeks chemical treatments and cooling tower/boiler water treatment services for the Southern Arizona VA Health Care System, with proposals due June 17, 2026. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside, foreclosing competition outside that pool.
Place of performance is 3601 South 6th Avenue, Tucson, Arizona 85723. The contractor must provide all labor, materials, equipment, and supervision for monthly chemical water treatment services. The cooling tower system comprises ten towers (200T to 600T capacity) and three 10,000 lbs/hr steam boilers. Monthly service visits occur on the third Tuesday of each month, 7:30 AM to 4:30 PM (excluding federal holidays), with water samples submitted to an ELITE-certified legionella testing lab. Services include water analysis, quarterly legionella testing, and annual tower cleanout. Treatment must prevent fouling, inhibit corrosion, sanitize, disinfect, and control biological growths. Cooling tower cycles of concentration are limited to 2.2 due to high calcium concentrations in makeup water.
The contract carries an estimated value of $19 million with a one-year base period (September 1, 2026 to August 31, 2027) plus four one-year option periods extending through August 31, 2031. Special Standards of Responsibility require at least ten years of specialized cooling tower/boiler water treatment experience, employment of a Water Treatment Specialist holding a bachelor's degree in chemical engineering or physical sciences, active OSHA 30-Hour Construction certification, and an active business license. Contractors must comply with VHA Directive 1061, OSHA guidelines, VA Engineering Standard ES-2019-001, and Service Contract Labor Standards wage determination #2015-5629 (Rev. 28). Price is the sole evaluation factor. A mandatory site visit was held April 30, 2026; contact Mirna Gastelum Romero at Mirna.GastelumRomero@va.gov. NAICS code is 238220; PSC is J029.
