About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 8, through its Network Contracting Office (NCO) 8, issued this Special Notice on February 4, 2026, regarding sole source procurement of Mobile Medical Unit (MMU) inspection and preventive maintenance services. The contracting office intends to award a purchase order to Kapcook Enterprises, LLC for services at the Orlando VA Medical Center in Orlando, Florida. This specialized procurement is justified under FAR 13.106-1(b) due to the unique and critical nature of the Mobile Medical Unit, which serves as a highly specialized vehicle requiring expertise across multiple disciplines. This is not a competitive solicitation, and no solicitation documents are currently available.
The objective of this Special Notice is to solicit written interest from businesses with relevant expertise and past experience in Mobile Medical Unit maintenance, despite the stated intent to award to a single source. Contractors interested in competing must submit written responses by 2:00 PM Eastern Time on February 11, 2026, with supporting evidence demonstrating their capability to meet all requirements. Eligible contractors must possess Automotive Service Excellence (ASE) certification and demonstrated proficiency in hydraulics and septic systems, as the MMU must maintain constant operational readiness to support rapid nationwide deployment for veteran patient care. The contract will consist of a base year plus four option years and requires the contractor to ensure uninterrupted operational readiness, as mechanical failures could severely impact veteran patient care or potentially result in loss of life. All inquiries must be directed via email to the Contracting Officer, Stephen Mancuso, at Stephen.Mancuso@va.gov, and the Government retains sole discretion to proceed with the sole source award or open the acquisition to competition based on responses received.
