About this opportunity

The United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) is conducting market research to procure ivermectin treated molasses for the Cattle Tick Fever Eradication Program (CFTEP). The agency seeks suppliers capable of providing 130-pound tubs of molasses containing 30 percent crude protein, vitamin and mineral supplementation, and 200mg of Ivermectin per pound. This pre-solicitation notice is designed to gather information about potential vendors' capabilities and to determine the appropriate procurement method for a potential one-year Indefinite Delivery Indefinite Quantity (IDIQ) contract. Interested vendors must submit electronic responses by March 4th, 2025 at 3pm PT, including their business details, SAM.gov registration, capability statements, and product country of origin. The USDA will evaluate submissions to understand market capacity and will give preference to domestic sources in future solicitations.

The pre-solicitation notice does not indicate a specific set-aside for small businesses, though the NAICS code 311119 (Other Animal Food Manufacturing) has a size standard of 650 employees for small business qualification. No incumbent contractors are mentioned, and no specific award value or budget range is provided in the document. The procurement is specifically for supporting the CFTEP's efforts to combat cattle fever ticks, which have been increasing in number and pose significant economic risks to the U.S. cattle industry. The molasses tubs will be distributed to high-risk premises as determined by CFTEP epidemiologists. Vendors should note that submission of information is voluntary, and the government will not provide feedback on individual submissions or assume financial responsibility for response preparation costs.
