About this opportunity
The U.S. Department of Agriculture's Animal and Plant Health Inspection Service (USDA APHIS) has issued a Special Notice announcing its intent to sole source a contract with Positive Feed Ltd. for Ivermectin-treated Molasses Tubs. The notice, posted on March 26, 2025, outlines a noncompetitive procurement using simplified acquisition procedures for commercial items under FAR part 13.5. Specifically, the contract is targeted at supporting the Cattle Fever Tick Eradication Program (CFTEP) in South Texas. Positive Feed Ltd. is the only company with an FDA Sponsor Fee permit to manufacture this specific product, which contains 200mg of ivermectin per tub. The procurement is set aside for small businesses and will utilize a fixed-price contract mechanism.
The primary objective of this acquisition is to obtain specialized molasses tubs designed to prevent and eradicate cattle fever ticks in the Permanent Quarantine Zone along the southern Texas border. Contractors interested in responding must submit clear evidence of their capability to fulfill the specified requirements via email to Samantha Johnson by April 2, 2025, at 3:00 pm PT. While the notice is not a competitive proposal request, all responsible sources may submit a response for consideration. The contract will cover approximately 3,375 tubs of 130-pound molasses supplements, each containing 30 percent crude protein, vitamins, minerals, and ivermectin. Delivery will be FOB destination to authorized locations in Texas, including USDA offices in Webb and Zapata Counties, with a required delivery window of 8 weeks from order receipt. The government retains sole discretion in determining whether to proceed with this non-competitive procurement based on received responses.
